A convicted sex-offender is issuing a very public apology to his many victims in Belleville, Kingston and in Kitchener. Speaking to our newsroom from his jail in Kitchener…54-year old Terrance Madden claims he’s been chemically castrated, sees a psychiatrist daily and is waiting to be surgically castrated later this Fall. He says he wants to work with the government to pass a law that all repeat offenders should be castrated. Madden, who’s racked up 23 convictions for sex offences, pleaded guilty last week to molesting two Kitchener girls, aged 8 and 10, and making child pornography. He’ll receive his sentence later this month.
