It was a vote so close by the Planning Public Council it will have to go to Prince Edward County Council for a final decision.
The Planning group voted 8 to 7 in favour of an official plan amendment requested by Country Club Investments, which wants to build a 400-unit residential development, including a golf course, on Belleville Street in Wellington.
Councillor Peter Mertens says the amendment, from rural to special residential and open space, will be dealt with by County Council in two weeks.
Country Club will still have to get subdivision agreement approval, and he doesn’t expect work at the site to begin until late next year.
