The commissioner’s investigation surrounds an alleged interaction between Armstrong and Santos at Quinte West City Hall on November 6.
Our source tells us that as Councillor Armstrong was walking from council chambers to a meeting room, he walked by Ed Santos and while doing so, Armstrong is alleged to have pointed his thumb and index finger towards Santos, with our source stating the gesture resembled a gun.
We are told the interaction was captured on video.
The incident has been taken to Quinte West’s Integrity Commissioner Tony Fleming.
We contacted both Ed Santos and Councillor Armstrong for comment, however, have received no comment from either.
