The City of Belleville’s Planning Committee received an application that proposes to begin Phase 3 of the Settlers Ridge East subdivision.
The zoning by-law amendment looks to rezone the property to allow for 109 dwelling units to be developed, including 50 single-detached dwellings, 59 townhouse dwellings, and a parkette.
Ruth Ferguson Aulthouse with RFA Planning Consultant Inc. delivered a presentation on the application at the committee meeting Monday.
“Our planning report provided a detailed overview of the provincial policy statement. As referenced, the subject property is in within the Belleville urban service area, where growth and development shall be focused.”
“The site will be serviced with full municipal services, which is the preferred method of servicing. The site is already designated residential in the Belleville Official Plan, and a mix of housing types and densities is to be provided, and that the subdivision is to be designed with a compact form with a range of housing types and affordability options.”
Following the presentation, Councillor Paul Carr raised a question about parking at the houses in the subdivision, specifically for more than one car.
Ferguson Aulthouse says the builder was conscious of that as they laid out the dwellings.
“There’s only so much parking that can be provided within this neighbourhood, or any neighbourhood within the city, because there’s a requirement to have green space on every property, especially through the new zoning by-law. It’s now part of the regulations for the new zoning by-law. So I think this is going to be a continually unfolding issue that the city is going to have to review as time goes by.”
City staff will put together a recommendation report for the committee to review. A decision on that recommendation report will come at a future meeting.
