During the afternoon of April 18, 2023, members of the OPP Community Street Crime Unit (CSCU), with the assistance of the OPP Tactics and Rescue Unit, OPP Quinte West Crime Unit and members of the OPP Quinte West Detachment executed a search warrant at a residence in the City of Quinte West.
Officers seized a firearm, a large quantity of cash and controlled substances with an approximate value of $50,000.
As a result of this investigation the following individuals have been charged.
Camar Francis, 19 years of age from North York has been charged with the following Controlled Drugs and Substances Act and Criminal Code offences:
· Possession of a Schedule I substance for the purpose of trafficking – cocaine
· Possession of a Schedule IV substance for the purpose of trafficking
· Possession of a Schedule I substance for the purpose of trafficking – opioids
· Possession of a loaded prohibited or restricted firearm
· Knowledge of unauthorized possession of weapon
· Possession of a prohibited device or ammunition
· Unauthorized possession of a prohibited or restricted firearm
· Careless use of firearm, weapon, prohibited device or ammunition,
· Two counts of Fail to comply with Probation order
· Possession of proceeds of property obtained by crime under $5000
· Possession of a firearm or ammunition contrary to Prohibition order.
Francis is being held pending a bail hearing at the Ontario Court of Justice in Belleville on April 19, 2023.
Amelia Shephard, 29 years of age from Quinte West has been charged with the following Controlled Drugs and Substances Act and Criminal Code offences:
· Possession of a Schedule I substance for the purpose of trafficking – cocaine
· Possession of a loaded prohibited or restricted firearm
· Knowledge of unauthorized possession of weapon
· Possession of a prohibited device or ammunition
· Unauthorized possession of a prohibited or restricted firearm
· Careless use of firearm, weapon, prohibited device or ammunition.
Shephard was released on an undertaking to attend on May 15, 2023 at the Ontario Court of Justice in Belleville.
Kayla Parks, 31 years of age from Quinte West has been charged with the following Controlled Drugs and Substances Act and Criminal Code offences:
· Possession of a Schedule I substance for the purpose of trafficking – cocaine
· Possession of a loaded prohibited or restricted firearm
· Knowledge of unauthorized possession of weapon
· Possession of a prohibited device or ammunition
· Unauthorized possession of a prohibited or restricted firearm
· Careless use of firearm, weapon, prohibited device or ammunition
· Fail to comply with a Probation Order and
· Possession of a Firearm or Ammunition contrary to a Prohibition Order.
Parks was released on an undertaking to attend on May 15, 2023 at the Ontario Court of Justice in Belleville.
