Quinte West Council has passed a new by-law to appoint a new city clerk.
The position will be given to Josh Machensey, who was hired from outside city staff.
During discussion, Councillor Terry Cassidy expressed surprise that council had not been given details about the candidate during the hiring process.
City staff advised the council that they did the standard hiring procedure through HR, and that this procedure is used normally for this position.
