Belleville’s Planning Advisory Committee is recommending city council allow a rezoning of vacant land on Moira Street East near Riverside Park
to allow a three-storey 36-unit apartment building.
The property is currently zoned for a maximum two-storey 61-unit nursing home.
At an earlier public meeting on the rezoning application several residents expressed opposition to the apartments, however, there was little discussion on the application at Monday’s meeting.
The applicant had agreed to modify the development to keep more mature trees standing than originally proposed.
Councillor Carol Feeney expressed concern about noise and vibration coming from hammer hoes breaking through bedrock on the property.
Planner Thomas Deming said the noise would be regulated under the city’s noise by-law which only allows construction between 7 a.m. and 7 p.m. Monday through Saturday.
As far as property damage to other structures caused by construction vibration, Deming said that was a civil matter and the developer could be held liable for any damage caused by work on the project.
Deming added that limestone bedrock is common in Belleville with many developers having to deal with it on a routine basis.
