Change in Hastings County Long–Term Care Leadership Announced
Debbie Rollins, Hastings County Director of Long–term Care has announced her intention to
retire in October 2022. Ms. Rollins has been employed at Hastings Manor for 27 years and
served its residents in the role as Site Administrator and additionally the Director of Long–term
Care for the past 7 years, overseeing the operations of both long–term care homes, Hastings
Manor, 253 beds, in the City of Belleville, and Hastings Centennial Manor, 110 beds, in the
Town of Bancroft.
“Debbie has been an incredible leader for us throughout the course of her career and especially
so during the pandemic. She has guided both Hastings and Centennial Manors through these
turbulent times with professionalism and grace. The challenges faced in both Homes have
been unprecedented and Debbie’s commitment to the safety and health of residents in our
homes has been unwavering. We will miss her but wish her all the best in her retirement”, said
Warden Rick Phillips.
“As we considered how best to deal with Debbie’s retirement, we looked inside our long–term
care operations. One of the characteristics of strong organization is the depth of its staff talent
and it was clear that we had the talent internally to fill the leadership roles we need,” stated
Warden Phillips.
Ms. Erin Chapman has accepted the position of Director of Long–Term Care. Erin has been the
Director of Nursing at Hastings Manor since 2015. Erin is a Registered Nurse who holds her
Bachelor of Nursing degree from Ryerson University and her Nursing diploma from Loyalist
College, she also completed the Administrator Leadership Program through AdvantAge
Ontario/OANHSS.
“We are thrilled that Erin has agreed to step into the role of Director of Long–term Care. The
long–term care sector is undergoing significant regulatory changes and Erin’s leadership gives
us stability and ability to guide us going forward. We know that Erin shares the same
commitment as County Council and the Joint Committee to the principle of providing a safe,
secure and welcoming home for our residents. As we emerge out of the pandemic there will be
many challenges and opportunities we will face including navigating through the human health
resource crisis, getting to 4 hours of care per day for every resident and a new world of
provincial oversight and regulations. We need strong and strategic leadership at the Manors.
Erin will bring that to our operations,” said Long–Term Care Committee Chair, Paul Jenkins.
In addition, Kristen Merritt, current Administrative Services Coordinator will take the role of
Home Administrator at Hastings Manor. Kristen holds her Honours Bachelor of Arts degree in
Communications with Administration from Wilfred Laurier University and completed the
Administrator Leadership Program through AdvantAge Ontario/OANHSS.
“Kristen’s leadership will be critical in ensuring the home meets Ministry standards as well as
providing managerial direction for the other departments within the home. Hastings County
Council is fortunate our succession planning efforts have had such qualified and tenured
leaders in the Homes that will provide stability in the department moving forward,” added
Warden Phillips.
