Council in Prince Edward County are revising their noise by-law.
The update sought to restrict certain types of noises that are prohibited during specific times, such as industrial noise and outdoor amplified music.
Andy Harrison, Chief Building/By-law Enforcement Officer stated during the regular council meeting in Prince Edward County on Tuesday night that the noise by-law needs to reflect the expectations of residents and be enforceable.
He noted when it comes to industrial noise, the by-law would be in effect from 7 p.m. to 7 a.m. and for amplified sound the by-law would be enforceable between 11 p.m. and 7 a.m.
Harrison said the majority of complaints of amplified noise were in regards to a commercial property in Wellington and in Consecon. The majority of industrial noise complaints were related to a property on Picton Bay.
Council discussed the by-law during their regular council meeting on Tuesday night, but some councillors were still uncomfortable with the revised by-law.
Councillor Janice Maynard said without some way to measure the noise, she wasn’t comfortable with how to enforce the by-law and was not satisfied with what they were looking at approving.
At the end of the discussion, councillor Andreas Bolik suggested it go back to staff once again as it was getting late in the evening and he was afraid they would make amendment after amendment and create a Frankenstein by-law.
CAO Marcia Wallace said she was not convinced they were going to get a better answer unless they were more clear as to what council was looking for.
She urged council to be as specific as possible to achieve the outcome they are hoping for.
The revised draft by-law also includes an enhanced system of fines for offenses under the by-law.
The by-law was passed.
