Framing the issue as being one of fairness, Jamie Chisholm of Picton Properties will appear before council asking for reductions in development charges on Phase One of a proposed shopping plaza along Loyalist Parkway west of Picton across from Canadian Tire and No Frills.
Plans called for a Foodland grocery store and other retail outlets. Chisholm says the retail market for new locations has now distintegrated due to the COVID-19 pandemic and the project, announced four years ago, had been delayed by senior government regulations.
Chisholm says development charges have greatly increased since 2016 and he shouldn’t be charged for connecting water since the property is already connected.
