Belleville has begun the process toward the upgrading of its Upper Bridge over the Moira River in the downtown.
Inspections in the past four years have indicated the bridge has sustained significant deterioration of key structural elements including the arches, abutments, pier, deck joints and sidewalk.
In her written report to city council, senior project manager Engineering and Development Services Deanna O’Leary says since the concrete bowstring arch bridge was constructed in the 1930s, “it is important to select a consultant with extensive experience in the rehabilitation of this kind of bridge.” O’Leary says a “strong understanding of material properties associated with 1930s concrete” is also important.
There were four company submissions.
Monday night, city council approved the low tender from Ottawa based HP Engineering Inc. to do a design/cost estimate for the near century-old Front Street bridge over the Moira River.

The company submitted a tender of $111,970. A total of $175,000 was approved in the 2018 capital budget for the rehabilitation design.
The actual work on the bridge will be part of the 2019 budget.
