UPDATE @ 1:30 pm: A section of Palmer Road has been reopened and operations at nearby schools have returned to normal after an incident at a high rise building this morning.
Emergency personnel had to negotiate with a distressed man, on an eighth floor balcony and had been on the scene since about 8:30 a.m.
The man was tasered by police and taken away by paramedics just before 1:00 p.m.
No word yet if any charges will be laid and no other injuries were reported.

Belleville police have sealed off an area around a high rise apartment building on Palmer Road in Belleville.
The Quinte West fire department is on scene with their aerial ladder trucks.
There is no fire, but the call came in around 9 o’clock Wednesday as a “medical emergency.”
A man was seen to be in distress on a balcony.
The high rise is at Palmer Road and Harder Drive, right across from Centennial Secondary School.
Centennial Secondary School, Sir John A. MacDonald School and the William R. Kirk building are all in hold and secure.
