An apartment building, proposed for a site on Belleville’s Great St. James Street, is a step closer to reality.
Springale Development Inc. plans a 32-unit affordable housing apartment building outside the steeply-sloped area of the property.
Owner Phil Spry told the city’s Planning Committee Monday night that there will be underground water storage tanks to handle the drainage issue. Spry said he “did the same with his development on Sparling Street and cleaned up the area.”

Spry said, “This apartment building will have affordable rent, about 80% of the market rent.” He is is trying to get some funding through the federal government.
The building will be 80% one bedroom apartments since the clients are usually single, seniors with disabilities and Spry will be working with a coordinator about access.
Spry said traffic should not be a problem since most residents will not have a car “since they can hardly afford an apartment.”
Councillor Jack Miller says affordable housing is needed in the city.

Director of Engineering Rod Bovay told the committee, “Other streets in the city have been identified on the city’s 10-year reconstruction plan, and Great St. James is not on it.”
The Planning committee is recommending that city council approve rezoning for the project.
