Belleville is taking the first step in making a number of changes to parking locations in the city.
When the issue of putting traffic control system signal lights at Sidney Street and Lavalee Square came before city council Monday night, Councillor Paul Carr asked if there would be a timing system.
Carr said he drove the area on Sunday night “over the speed limit” and got green lights, a fact which he said was encouraging speeding.
Traffic committee chair Councillor Mitch Panciuk said the mid-block signal would work only when activated, there will be a crossing guard at the location and it will be monitored.
Council gave first reading of the bylaw.

Also, council decided to restrict parking to “parallel parking only” on Great St James street.
That passed on a recorded vote, with Councillors Jackie Denyes, Mitch Panciuk and Mike Graham voting against.

Stricter rules for ATV vehicles
ATV vehicles will come under stricter rules if Belleville passes a new ATV bylaw.
Monday night, city council gave first reading to the bylaw, which would restrict use on municipal roads.
ATVs would not be allowed on Belleville ward roads, or in Thurlow ward heavy residential areas.
Councillor Jackie Denyes asked that the “farm use” exemption be incorporated in the rules.
There will be an opportunity for public input through the city website.
Parking fine increase
The City of Belleville is increasing parking fines in the city.
It will be the first increase in the municipality since 2007.
Some fines will go from $10 to $12, others $20 to $30, while some will remain unchanged.
The bylaw received first reading by city council Monday night.
