Staff’s recommending making second kitchens illegal, unless the single dwelling home has proper permits and upgrades.
Recently developer Mark Klemencic told city council he had plans for 50 homes with a second downstairs kitchen, eight of them already sold.
Council meets in open sessions at 4:00 p.m. Monday at city hall.
