Belleville firefighters, police, and Hastings Quinte ambulance personnel were all at a city apartment building just after 4 .m. today.
Residents of a six-plex building at 41 Elgin Street called emergency services saying they and others in the building had awakened coughing and with their eyes stinging.
The residents left the building and gathered outside.
Firefighters tested the air in the building for gas, but there wasn’t any.
After investigation it’s believed the cause of the residents’ distress was pepper spray.
