Several suspects have been charged, and others are wanted in connection with Project Carbon, an initiative targeting organized auto theft in Durham Region.
In January, 2025 members of Project Attire – the DRPS Auto Theft Unit (ATU) began an investigation into numerous thefts of motor vehicles throughout Durham Region. Investigators were able to identify a large group of suspects operating an organized auto theft network out of two addresses in Toronto.
On Thursday, March 13, 2025, the ATU, with the assistance of multiple units, executed two Criminal Code Search Warrants at the residences in Toronto. Eleven suspects were arrested without incident. Investigators seized equipment used to steal vehicles, Canadian currency, a quantity of cocaine and recovered two stolen vehicles.
All eleven suspects reside in Quebec and travelled to Durham Region where they stole vehicles and transported them to Quebec. So far, 20 vehicles have been recovered and 18 remain outstanding.
Eight suspects are facing charges of fail to comply. They were previously arrested and released on some form of release and have failed to adhere to the rules and restrictions that were placed on them.
All suspects were held for bail hearings.
Four suspects remain outstanding and warrants have been issued for their arrest.

Project Attire is DRPS’ response to Ontario’s Preventing Auto Theft Grant program, which is designed to support new and enhanced crime-fighting measures.
