The Acting CAO for Quinte West calls it the largest provincial infrastructure announcement in Quinte West’s history.
Chris Angelo and his staff were all smiles on Friday morning, as the Ontario Government announced $11,072,214 for work in west end Trenton.
Bay of Quinte MPP Tyler Allsopp announced the funding to help the municipality build more homes.
“For the urbanization of sections of Highway #2 in the city’s west end and 2nd Dughill Road south of Highway #2. This will support 3,489 new housing units to be built right here in Quinte West.”
Acting CAO Angelo discussed the project, which is expected to take three years to complete.
“Lane widening on Highway #2, from County Road 40 (Wooler Road) to 2nd Dughill Road, addition of new lanes, potential of three roundabouts in that area, active transportation facilities, bike lanes, pedestrian pathways.”
Mayor Jim Harrison says council is thankful to the province for the support in this project.
“We will use this money faithfully and guarantee none returned. We’re able to meet our demands and make this move forward. Yes, it’s an exciting day.”

Quinte West receives over $11 million in provincial funding for urbanization of
Highway 2 and 2nd Dug Hill Road
QUINTE WEST, Jan. 24, 2025 – Today at Quinte West City Hall the Province of Ontario announced a significant financial investment in urbanization projects planned for the west end of Trenton.
Tyler Allsopp, Member of Provincial Parliament for the Bay of Quinte, shared today that the City of Quinte West will receive a grant for $11,072,214.06 from the province’s Housing-Enabling Core Servicing (HECS) stream, to urbanize sections of Highway 2 and 2nd Dug Hill Road.
This funding allocation is the largest provincial government grant the City has ever received.
The funding will support the urbanization of two roads:
- Highway 2 from 2nd Dug Hill Road to County Road 40, and
- 2nd Dug Hill Road from Highway 2 south for approximately 1.7 km.
Work planned for Highway 2 includes lane widening, the addition of active transportation lanes, and intersection reconfiguration and expansion. Work planned for 2nd Dug Hill Road includes lane widening, intersection improvements, utility relocation, a culvert replacement, and the addition of sidewalks and a multi-use pathway. The need for these projects is driven by significant growth and development in the area. Construction on the projects is anticipated to begin in the summer of 2025 and be completed by the end of 2027.
The Housing-Enabling Core Servicing (HECS) stream of Ontario’s Municipal Housing Infrastructure Program (MHIP) helps municipalities build, maintain and repair roads, bridges and culverts, to promote growth and enable housing. The City submitted its HECS stream funding application for these projects in October of 2024.
