The City of Belleville’s 2025 Capital Budget and 10-year Capital Plan were approved by Belleville City Council at a special council meeting on Monday.
The 2025 capital budget sits at $53.6 million.
A majority of the investment from the budget will go into core infrastructure, transportation, water, wastewater and stormwater, making up 75% of capital investment.
Of the projects being budgeted for 2025 are $4 million being set aside for the rehabilitation of the old and dilapidated Upper Bridge on Front Street.
Director of Engineering and Development Services, Stephen Ashton, says the bridge needs to be rehabbed before discussions about converting it into a pedestrian bridge can even continue.
“It’s at a point where there has been deterioration on the bridge. It is at risk that if goes past the point, where the deterioration happens quicker,” Ashton told council.
“So if we do need it, we need to sort of move forward with addressing it one way or the other, sort of in an expeditious manner.”
Other projects budgeted include $5 million in upgrading Bridge Street East from Herchimer to Haig Road and in the west end, $5.5 million is budgeted for work on Octavia Street to Henry Street.
Meyers Pier is budgeted for $1.24 million to be spent on a new reinforced midsection with new utility lines.
One million dollars is being spent on finishing off redevelopment in Clifford Sonny Belch Park, formerly Hillcrest with plans calling for a picnic shelter, splash pad, park amenities, trees, irrigation, landscaping, and a toboggan hill.
When it comes to the 10-year Capital Plan, it estimates that $1.1 billion is projected to be spent during that time frame with combined services and road renewals as the major focus.
