Revenues were up for most of the 13 vendors taking part in Pop-Ups on the Bay at West Zwick’s Park over the summer.
Wednesday, Belleville council heard staff present a five-year plan for the pop-ups program.
Manager of Economic Development Elisha Maguire was asked if Pop-Ups on the Bay would ever break even financially.
“But at the end of the day there is a community benefit and we are recognizing through this report that there is a cost to that so it’s not something that we are presenting as a breaking even program.”
In the plan the city will continue to administer pop-ups but contract private businesses to work with vendors and special programs.
Hut lease rates will be set at three levels going forward; a lower rate for start-up, seasonal, retail, and “experience” businesses, a higher rate for existing businesses that use pop-ups as a seasonal second operation, and another rate for Holiday Huts, for businesses that require limited or no
utilities and are placed in new locations between the park and city’s centre. There will also be a bi-annual 10 per cent fee increase.Plans are also in the works for more physical connections between the park and the downtown.

The operating budget for 2025 is just under $100,000.
