The City of Belleville has prepared a draft capital budget for 2025 and is now asking the public for its input.
The proposed capital budget for next year is $53.6 million, slightly lower than last year’s $55 million.
Most of last year’s budget ($30 million) was invested in the Avonlough Road/Bridge Street West sewer/water project which
is ongoing. The draft 2025 budget features more projects of lesser cost.
Next year’s budget calls for $5 million to be spent upgrading Bridge Street East from Herchimer to Haig Road.
In the west end, $5.5 million is proposed to be spent on work on Octavia Street to Henry Street.
Four million dollars would be set aside for the rehabilitation of the old and dilapidated Upper Bridge (Front Street)
Meyers Pier needs a lot of work and staff is proposing $1.24 million be spent on a new reinforced midsection with new utility lines.
Staff says that work should keep the pier viable for up to 10 years while a master plan is developed for the over 100-year-old structure.
One million dollars is being earmarked to finish off redevelopment in Clifford Sonny Belch Park, formerly Hillcrest. The plans call for a picnic shelter, splash pad, park amenities, trees, irrigation, landscaping, and a toboggan hill.
As presented, the budget would not affect tax rates as the projects would be paid out of reserve funds ($33 million), grants ($13 million) and long-term debt ($5 million), along with other sources such as the provincial gas tax.
