It was a year ago this week that a state of emergency was declared in the Foxboro-area when the Moira River River spilled its banks. and, while the water levels continue to rise quicker than expected….General Manager of Quinte Conservation Terry Murphy says it’s nowhere near last years’ flood level. Murphy says local water levels are higher today than authorities had expected due to the heavy weekend rainfall. He says the Moira, Black and Skootmatta Rivers peaked in the Highway-7 area yesterday and areas downstream will continue to see rising levels…adding the Foxboro-area will likely peak Wednesday afternoon.
