An official at the Community Advocacy and Legal Centre in Belleville isn’t surprised at the findings of a new report on welfare.
The National Council of Welfare says payments have dropped dramatically over the past 20 years, and are well below the poverty line.

The National Council of Welfare report says the biggest loss in social assistance incomes was in Ontario in 1995 under the Mike Harris Conservative Government.
