Belleville city council has awarded the tender for upgrades to the Dundas-Palmer sewage pumping station in the city’s west end…but there were questions about the big difference in the bids. The city accepted the lowest bid from Greer Galloway Group at 102-thousand-112 dollars. The next seven bids ran from 167-thousand dollars up to a high of 570-thousand. Mayor Neil Ellis questioned the “wild difference.” Director of Development Rick Kester said it was “very unusual” to see such a spread. A staff report indicated that because Greer Galloway came second on the “quality based selection” some firms may be “reluctant to bid on future projects.”
